We engaged Ms. Stolzenburg twice – first to help us build our Comprehensive Plan and our Zoning Ordinance. As leader of each group I worked directly with her and relied heavily on her extensive experience in community planning and on her ability to work effectively with our teams. Both projects succeeded. Nan Stolzenburg and CP&EA have worked tirelessly with our elected and appointed officials, our Town of Ballston FLPP Committee, and our residents. Nan began work with the Town's grant from NYS Ag&Markets to create a Transfer Of Development Rights Plan. However, as she worked with our Zoning Code, major discrepancies and conflicts became apparent in the Code. Not only was it not supporting the directives of our Comprehensive Plan, but it was also burdensome and confusing to use. In Nan's pragmatic, practical style, she met with our elected officials and board and committee chairs and identified for them the issues she had discovered. Then, she conducted zoning workshops with officials and various stakeholders to draft a corrected version of our Zoning Code so the Town can move forward with adoption and implementation of our Transfer of Development Rights program.
As with any municipality, there are many competing personalities, factions, agendas, and, of course, politics! But, Nan manages with steadfast calm, professionalism, and grace to overlook our "foibles" and keep all eyes focused on the goal - "a long term planning solution that recognizes and nourishes the unique rural/agricultural character of our Town, so cherished by our residents, and that will maintain it in the face of change and development in the years to come". Those are Nan's own words! That's why she is more than a Professional Planner. She has become a trusted friend!
