After a devastating flood in 2011, the Village embarked on a multi-pronged effort to conduct recovery planning, infrastructure improvement planning, and economic development planning. Community Planning & Environmental Associates was hired to prepare a recovery plan (LTCR), a local waterfront revitalization plan (LWRP) concentrating on economic development related to cultural and recreational opportunities, and an update of the zoning to implement those plans. A market study was included in the LTCR. and the other planning efforts built on that work to identify strategies to recover, revitalize, and take advantage of the community strengths for economic enhancement.
The LWRP plan included a comprehensive inventory of all cultural, educational, historic and recreational assets, public visioning to help determine the most desired ways to take advantage of those assets. It also included recommendations for marketing, zoning changes, and concept designs for park improvements, sidewalk enhancements, and creation of a creek-side multi-use trail. The project was supported by a GIS analysis of resources and opportunities.
Both plans concluded with identification of specific capital improvements, zoning changes, marketing and funding needs and other programs to revitalize and enhance business opportunities in Schoharie. Subsequent to the adoption of these plans, Community Planning & Environmental Associates prepared grant applications to support funding the strategies.
Among the outcomes of this work has been $1.6 million to restore the Village’s anchor structure, $380,000 to build a 1.75-mile creek-side trail, reformation of a community development corporation to be the Village’s economic development organization, and an update of the Village codes to ensure compatibility with the plans.
